Human Rights Protection In Cyberspace
Human Rights Protection In Cyberspace (HRPIC) is a pioneering Techno Legal initiative dedicated to safeguarding Universal Declaration of Human Rights and fundamental freedoms in the digital domain, addressing violations through International Covenant on Civil and Political Rights principles, particularly Articles 17 and 19 on privacy and free expression. Originating from the HUMAN RIGHTS PROTECTION IN CYBERSPACE blog in 2009, it evolved into the Centre Of Excellence For Protection Of Human Rights In Cyberspace (CEPHRC), managed by Perry4Law Organisation (P4LO) and PTLB, focusing on e-surveillance, privacy breaches, and ethical tech use.
History
The initiative began in 2009 with the HUMAN RIGHTS PROTECTION IN CYBERSPACE blog, highlighting unconstitutional laws like India's Information Technology Amendment Act, 2008, which enabled illegal e-surveillance and website blocking, violating constitutional rights under Articles 14, 19, and 21. The first post on Unconstitutional Law Making and Human Rights critiqued executive overreach leading to totalitarianism in cyberspace, proposing techno-legal remedies for netizens. Early efforts linked to Human Rights Protection in Cyberspace for policy suggestions on constitutional surveillance. By 2015, it expanded with the CEPHRC X handle, promoting civil liberties reconciliation with national security.
From 2009 to 2025, the project critiqued Indian surveillance like Censorship And Surveillance Under Aadhaar And Digital India Projects, labeling Aadhaar an Orwellian tool and Digital India a digital panopticon. It addressed global spying via FinFisher: The New Face Of Global Electronic Spying, E-Surveillance And Eavesdropping, urging Civil Liberties And National Security Requirements Must Be Reconciled By India. The blog advocated for Unconstitutional And Illegal Biometrics Collection Laws And Practices In India reforms and balanced National Security And Right To Information In India.
